Budget 2027 to focus on stability as Malta navigates global economic headwinds
Prime Minister Robert Abela has assured the General Workers’ Union that Budget 2027 will reinforce economic certainty for both workers and investors, even as global markets remain volatile. The remarks came during a closed-door consultation at the GWU headquarters in Valletta on September 30, 2026, as part of the government’s formal pre-budget dialogue with social partners.
The government has signaled its commitment to maintaining support for households and businesses amid global energy volatility, with ongoing discussions around the continuation of subsidies. Officials have emphasized that any reduction in assistance could significantly impact household budgets, particularly in light of recent fluctuations in international fuel and electricity markets.
Malta’s labour market continues to show resilience, with high participation rates and low unemployment. Abela highlighted that this strength presents an opportunity to improve job quality through better collective agreements, skills development, and wage progression. Recent negotiations with unions such as the Malta Union of Midwives and Nurses have been cited as examples of targeted improvements in sector-specific conditions, enhancing career pathways for frontline workers.
The Ministry for Education continues to align national training initiatives with international frameworks, including the OECD’s National Skills Strategy, to promote workplace learning and vocational development. While specific minimum wage adjustments for 2027 have not been announced, the current rate remains as set in October 2023.
Independent business groups, including the Malta Chamber of Commerce, have urged the government to complement subsidy measures with longer-term structural policies that enhance productivity, innovation, and private sector competitiveness. They argue that sustainable economic stability cannot rely solely on fiscal support, but must be underpinned by investment in enterprise and workforce capabilities.
