A 26-hour blackout across Gozo has exposed a quarter-century gap in critical infrastructure investment, forcing Enemalta to defend its record while residents question why the sister island waited 25 years for a new power link to Malta. The August 2023 outage, triggered when two of three feeder cables failed during a record heatwave, has transformed a technical failure into a political flashpoint over grid resilience and strategic planning.

A Quarter Century of Dependence

The mathematics are stark. The last high-voltage cable laid between Malta and Gozo entered service in 2001. For the following 22 years, Gozo depended on just three 33kV feeder cables to meet its electricity needs — a tether that grew increasingly fragile as demand climbed and temperatures rose. When two of those three cables failed simultaneously during the August 28, 2023 heatwave, the system had no redundancy left to give.

Opposition MP Mark Anthony Sammut wasted no time highlighting the discrepancy. He noted that Enemalta had ample time to reinforce the link but chose not to, even as Gozo's population swelled with permanent residents and the tourism sector expanded. The blackout turned a hypothetical risk into a lived reality for thousands.

What makes the delay notable is not simply neglect, but the pattern it reveals. The National Audit Office had already flagged a chronic lack of investment in the high-voltage network over a decade. A 2023 report from the Auditor General attributed prolonged power cuts directly to this underinvestment. The Gozo blackout did not introduce a new problem — it magnified an old one.

Enemalta's Response Points Forward, Not Back

When pressed for an explanation, Enemalta declined to detail why no new cable had been laid since 2001. Instead, the state utility emphasized ongoing investment in network reinforcement and pointed to a new 132kV interconnection announced as part of a nine-year national grid plan unveiled in January 2024.

The company detailed recent work on Gozo's distribution network: 18 new substations, four transformer upgrades, 24 kilometers of medium-voltage cabling, and automation at 43 substations since 2023. These upgrades improve local distribution but do not address the inter-island connection that failed.

In other words, Enemalta strengthened Gozo's internal arteries while leaving the vital link to Malta largely unchanged. The new 132kV cable, once completed, will significantly increase capacity and provide the redundancy the current system lacks. Preliminary market consultations began in July 2023, though no firm completion date has been announced.

The Parliamentary and Audit Pressure

Political fallout arrived swiftly. In September 2023, Nationalist Party MPs demanded answers in parliament, with Opposition Leader Alex Borg calling recurring power cuts a significant hardship for residents. The Public Accounts Committee formally requested the National Audit Office to scrutinize Enemalta's distribution work between 2023 and 2023 — an audit scope that would encompass the Gozo infrastructure.

Pressure also came from the Energy Minister, whom Sammut pressed for a detailed breakdown of cable-related investments. The blackout transformed a bureaucratic oversight into a political liability, with opposition figures emphasizing that Gozo's lack of redundancy had been raised before — and ignored.

The audit requests indicate parliamentary recognition that the problem is systemic. This is not merely about one cable failure; it concerns whether Enemalta maintained adequate planning horizons for infrastructure that takes years to build.

What This Means for Residents

For those living in Gozo, the blackout was more than an inconvenience. 26 hours without electricity during a heatwave meant no air conditioning, no refrigeration, and no certainty about when power would return. Businesses lost inventory; households lost comfort; trust in infrastructure eroded.

The practical takeaway is that Gozo's power supply remains vulnerable until the new 132kV interconnection is operational. Residents should prepare for potential outages during extreme weather, particularly in summer months when demand peaks. Those reliant on medical equipment or running temperature-sensitive businesses should maintain backup power capability.

The government has committed to significant investment, with over 10 kilometers of new underground cables announced for Gozo in June 2023. But those improvements addressed distribution, not the inter-island bottleneck that caused the August blackout.

Until the new link is commissioned, Gozo remains dependent on infrastructure installed when the euro was still a theoretical concept for Malta. The promised modernization will eventually arrive — but for residents who endured a full day without power, the question remains why it took a crisis to make it happen.

Lessons from Other EU Islands

Malta is not alone in grappling with island energy security. Mediterranean neighbors have tackled similar challenges with markedly different results.

Crete offers a compelling contrast. As of May 2025, a new 1,000 MW direct current subsea link to mainland Greece entered trial operation, connecting the island at depths of up to 1,200 meters. The project — two 500 kV cables spanning 174 kilometers — allows Crete to phase out expensive diesel generation, integrate 2.5 GW of new renewable capacity, and cut CO2 emissions by over 400,000 tons annually. Greece did not wait for a blackout to act; it planned ahead.

Sicily, connected to the Italian mainland since the 1980s, is now upgrading to 2 GW of interconnection capacity with two 380 kV lines in operation and a third authorized. The island serves as a hub in the Tyrrhenian Link project, exporting and importing electricity flexibly while integrating renewables.

Even the Azores, lacking any mainland connection, have initiated feasibility studies to interconnect their nine isolated grids. The Portuguese archipelago recognized that pooled demand and generation offer greater resilience than standalone systems.

The lesson is straightforward: redundancy cannot be an afterthought. Crete and Sicily built excess capacity before crises struck. Malta is now building it after one did.
